Desired experience or qualifications for applicants include:

The mid-level cost engineering analyst will support ongoing efforts to include cost analysis for program life cycle cost estimates (PLCCE), program office estimates (POE), analysis of alternatives (AoA), should cost analysis, Ad-hoc studies, Cost/Technical proposal evaluation, data analysis, developing cost tools/models, adhoc studies and affordability initiatives, etc.

 Must have an understanding of DoD cost estimating principles, theories and methods.  Assist in the day-to-day performance of functions such as: Provide cost data to support the development of budgets, issue papers, program and project costs, proposed procurement alternatives, Engineering Change Proposals, and program/project plans in support of established and/or advanced concept programs.  Assist in preparing program/product cost trade off analyses and assessments of proposed impacts.   


Related duties include:

  • Applying the principles, theories, and methods of cost estimation and analysis,
  • Develop cost estimating relationships and design cost estimating methods,
  • Develop cost estimates, collect data, and develop models/methods for missile, launcher, gun, munitions weapon systems,
  • Document proposal cost/technical analysis in a Technical Advisory Report (TAR)
  • Apply advanced statistical techniques and interact with customers and colleagues expertly and effectively when resolving problems,
  • Apply leadership skills and the ability to manage competing priorities, multiple tasks and work requirements,
  • Apply highly effective customer service skills and work effectively with teams,
  • Work independently or on a team to conduct assessments on program cost, technical, and schedule baselines, identify key cost and technical risk areas, and translate the risk areas into program cost impacts,
  • Apply highly effective communication skills (oral and written) and communicate complex issues and present results to senior government managers in a clear and concise manner,
  • Collect, organize, evaluate and understand the context of quantitative and non-quantitative data required to solve a particular client problem,
  • Conduct proposal evaluation and Technical Assessment Report (TAR) development.
  • Identify data/information necessary to validate cost models for estimating the range of non-recurring/variable costs, and recurring or relatively fixed program costs for multiple purposes such as Program Life Cycle Cost Estimates (PLCCE), long-term program budget estimates, operating cost baselines, system engineering costs, system integration costs, T&E costs, and specific-to-program or performance initiative scoping studies.

Experience with several of the following; 

  • Knowledge, skills, abilities and initiative to deliver timely, practical and innovative solutions to the customer as part of high-performing project team.
  • Technical acumen
  • DoD/DoN Cost Estimating Experience on major MDAP ACAT ID or IC program,
  • Applying data-driven and analytics-based approaches
  • Missile Systems and component hardware,
  • Weapons Integration and platform installation,
  • Parametric and Analogy Estimating
  • Data Collection and Normalization
  • Model Development
  • Method Development (e.g., multivariate regression analysis, risk analysis, cost improvement curve analysis, rate effect)
  • Strong Microsoft Office skills

Ability to perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings.

Ability to be able to walk reasonable distances (up to ½ mile one way) to meet with customers or other company personnel in the execution of job functions.

Ability to be able to lift and carry up to 25 pounds in a backpack or messenger bag in order to carry a lap top, notebooks, papers, binders and other tools and equipment required in the execution of job functions.



Required experience or qualifications for applicants include:

  • Bachelor of Science in Industrial Engineering, Operations Research, Cost Analysis, Math, Finance, Economics, or Business Quantitative Analysis preferred.
  • NAVSEA/DoD Cost Estimating Experience.
  • Must be able to obtain a DoD SECRET Clearance.
  • Minimum of 3-5 years’ of relevant experience.
