Senior Program Analyst - Added 02/10/2012

Location:          US-District of Columbia--Washington

Type:                Full-Time

Description:

Candidates should possess a Bachelor’s degree from an accredited college or university in a scientific or business discipline and 5 years experience in a Science and Technology (S&T) discipline or at least 10 years of experience in a scientific, business discipline, or relevant field with no degree. Candidates must possess 2 years of recent and relevant work experience with Department of the Navy organizations; experience with Office of Naval Research (ONR) preferred and must have an active DoD SECRET clearance.   Other required skills and abilities include:

  • Excellent skills in data interpretation and analysis as well demonstrated competence in the conduct of operational assessments of research and development activities in the Navy and DoD environment.
  • Ability to effectively work independently and as part of an integrated team of Government and non-Government players.
  • Strong familiarity with Government or similar organizations’ financial
  • Procedures and operating the Department/Divisions information systems, such as NAVRIS or other Oracle financial products, to provide timely information to the Department/Division Directors, Program Managers and Program Officers on request.

Financial Analyst - Added 02/10/2012

Location:          US-District of Columbia--Washington

Type:                Full-Time

Description:

  • Support development of plans and program execution of a roughly $30M annual budget.
  • Provide programming, budgeting and execution support for Navy’s Integrated Warfare System Electronic Warfare Division.
  • Assist in the preparation of budget submits for SCN, OMN, OPN, and RDTEN budgets.
  • Providing detailed cost analysis studies such as cost benefit analysis, historical appropriation financial analysis, review of program financial and execution efforts including historical program financial analysis.
  • Review expenditure and obligation histories and conduct trend analysis for deviations/variances, provide justifications for deviations/variances and reports/information in various formats (paragraphs, spreadsheets, presentations, graphs, etc) orally or written and assist with gathering current and out year financial requirements.
  • Assist with compiling budget requirements and justifications.
  • Supporting all phases of the DoD Planning Programming Budgeting and Execution (PPBE) process including assisting in the development of Program Objective Memorandum (POM)/PR briefs and issue papers, budget submissions and justification, and the execution of program funding.
  • Interfacing with HQ personnel, field activities, and contractors to collect, assess, analyze, interpret and collate POM and budget data and justification to support budget submissions.
  • Assisting in budget execution to include generation of funding documents for all appropriations and maintenance of relevant financial systems including PRISMS, Standard Accounting and Reporting System (STARS), ERP (depending on contractor availability) and AUTODOC.
  • Knowledge of ERP a major plus, completion of PBFM ERP training preferred.
  • Assist with gathering data and compiling information in response to data calls.
  • Assist with the preparation of financial presentations as directed.
  • Assisting in tracking commitments, obligations and expenditures in STARS and ERP to ensure contractors and field activities are meeting periodic targets, and developing cost-incurred reports for all funds used in the accomplishment of Program Office efforts.

Qualifications:

  • Bachelor’s degree and 1-5 years experience in related matters.
  • Technical Skills: Advanced proficiency in MS Excel (familiarity with pivot tables preferred); Proficiency in other MS Office products (Word, PowerPoint, Project) is a plus.
  • A current SECRET clearance is required.
